Loans and credit cards without a salary transfer in the UAE — who lends, on what, and what it costs
I am on a freelance visa and every bank says no the moment I say no salary transfer.

the ceiling two UAE banks publish for a loan with no salary transfer
You can borrow in the UAE without transferring your salary. On their own pages, CBD's Quick Loan and Mashreq's NEO Credit each offer up to AED 150,000 over up to 48 months with no salary transfer, applied for in the app with an Emirates ID; Mashreq sets a AED 5,000 minimum salary and publishes a rate range of 10.49 to 17.49 percent a year. The rules above every such loan are the Central Bank's and are the same as for a salary-transfer loan: 20 times monthly salary at most, 48 months at most, repayments within 50 percent of income. What changes without the transfer is the price.
What a salary transfer buys the bank
When your salary lands at the lending bank, the instalment is taken before you see the money; the bank has first call on your income every month, and in the common structure it also holds a security cheque. Remove the transfer and the bank's recovery depends on your paying, on time, from an account it does not control. The bank prices that: a higher rate, a lower ceiling, a shorter term, or all three. Nothing about it is a verdict on you; it is the bank's arithmetic about its own security.

Finance companies regulated by the Central Bank also lend without a salary transfer. This guide lists only terms we have read on a lender's own page, dated below; a rate quoted by a broker is a sales figure until the lender's page or Key Facts Statement says the same.
The rules that apply to every loan, transfer or not
The Central Bank's regulation on loans to individuals sets the frame for all of them:
- a personal loan of at most 20 times monthly salary, repayable within 48 months;
- monthly repayments across everything you owe within 50 percent of income, the debt burden ratio, with most banks counting 5 percent of each card's limit as a repayment;
- early or partial settlement fees capped at 1 percent of the outstanding balance or AED 10,000, whichever is less, including a final settlement paid from end-of-service benefits;
- a loan cancellation fee of at most AED 100, and delayed-payment charges on a consumer loan of at most AED 200, all before VAT;
- a cooling-off period of 5 complete business days after you sign, under the Consumer Protection Standards, during which you can withdraw and have fees refunded net of the bank's direct costs.
A lender that does not require a salary transfer still has to assess affordability; the Standards require every licensed institution to document an assessment of suitability and affordability before selling credit.
If you are freelance or self-employed
The salary certificate is replaced, not waived. What stands in for it:
- Bank statements, usually six months, showing income arriving and the pattern it arrives in. A lender reads the average and the gaps; Ramadan and the summer count against a freelancer whose clients stop in those months.
- The trade licence or freelance permit, as proof the income has a legal source.
- The credit bureau file. Mashreq says it verifies income from the UAE funds-transfer system or Al Etihad Credit Bureau. The bureau already carries every loan and card you repay, and from July 2026 every Tabby and Tamara plan too. Pull your AECB report before the bank does.
If your income is invoiced at 60 days, the month the loan is approved and the month the instalment falls due are not the same month. The money-system guide is built for salaried months; a freelancer runs the same system from a buffer account the invoices top up.
Do the hisab: the price of the range
A worked example of a common situation, rounded. AED 30,000 over 36 months, reducing balance.

The monthly difference is AED 102, which looks small. Over the term it is about AED 3,700, which is where the missing salary transfer is paid for. Shorten the term and the gap shrinks; the debt payoff calculator runs any combination.
Credit cards without a salary transfer
Cards are issued card by card, and each one's Key Facts Statement sets its own minimum salary and documents; many accept a salary certificate or statements rather than a transfer. Two things to weigh before you apply:
- a card's limit counts against your debt burden ratio at most banks, used or not, so a card taken today lowers the loan available tomorrow;
- the interest on a carried balance, commonly around 3 percent a month, is several times the top of Mashreq's loan range. If the money is for one purchase, the loan is the cheaper instrument; the credit-card guide shows what the minimum-payment path costs.
Frequently asked questions
Is a non-salary-transfer loan reported to AECB?

Can the bank still take a security cheque without a salary transfer?
The products above are applied for in-app with an Emirates ID, which suggests no cheque at origination, but the agreement governs. Read it before signing; what a security cheque means after the 2022 law is in the police-case guide.
What if my salary is below AED 5,000?
Mashreq's floor is AED 5,000; CBD's page states none. The debt burden ratio still applies, and at lower incomes it is the ceiling that binds: on AED 4,000 the whole of your commitments, cards included, must fit in AED 2,000 a month. The living on AED 5,000 guide works the month through.
Can I move an existing salary-transfer loan to a bank without the transfer?
The regulation allows a borrower to transfer a loan to another bank or finance company for an early-settlement fee of at most 1 percent or AED 10,000, with the new loan meeting the same caps. Whether the new lender wants it without the transfer is its decision.
