How to check a travel ban in the UAE — Dubai Police, Estafser, and what each one covers

My flight home is on Friday and I have not paid the bank since March.

How to check a UAE travel ban in minutes: Dubai Police's free Circulars and Travel Bans service, Abu Dhabi's Estafser by Unified ID, and what neither shows.

Free

and instant: what the official UAE travel-ban checks cost and take

You check a UAE travel ban through the official service of the emirate where a case would have been filed: in Dubai, the Dubai Police app or website's Circulars and Travel Bans service, free and instant, signed in with UAE Pass; in Abu Dhabi, the Judicial Department's Estafser service, by Unified ID number. Neither costs anything, neither needs a visit, and neither is a nationwide register, which is the part most people miss.

Dubai: the Circulars and Travel Bans service

Dubai Police publishes the service card. It "enables users to inquire about circulars related to financial cases and travel bans issued against them by the competent security authorities". Fees: free of charge. Duration: instant. Working hours for the digital channels: 24 hours, 7 days.

In the app

  1. Install the Dubai Police app from the App Store or Google Play, or open it if you already have it.
  2. Open Services and find Circulars and Travel Bans. It is listed among the most used services, so it is usually near the top.
  3. Sign in with UAE Pass when prompted. The service card says sign-in is required; have the UAE Pass app on the same phone ready to approve.
  4. Read the result. A clear result shows no circulars against your Emirates ID. A circular shows the case reference and the authority behind it.
  5. Screenshot the result with the date visible. If you are checking before a flight, do it again in the week you travel.

On the website and in person

The same service runs on dubaipolice.gov.ae under Services, with the same UAE Pass sign-in, and at Dubai's smart police stations and police stations. If neither channel will answer, the call centre is 901.

Abu Dhabi: Estafser

The Abu Dhabi Judicial Department's Estafser page takes your Unified ID (UID) number, the number on your residence visa and Emirates ID record, and a captcha, and returns a table of cases and the prosecution handling them. There is no login on the search itself. The department's contact centre is 600 599 799.

Run both checks if your bank, your employer or your tenancy is in a different emirate from where you live. A Dubai bank files in Dubai; an Abu Dhabi car loan files in Abu Dhabi. The services do not read each other.

What a clear result means, and what it does not

A travel ban for debt is a court order. Under Federal Decree-Law No. 42 of 2022, the Civil Procedures Law, it is generally issued for a debt of AED 10,000 or more, on a creditor's application, by a judge. A bank cannot impose one, a collection agency cannot, and the airport does not decide. How one is issued and the three ways it lifts are in the travel ban guide.

So a clear result tells you that, at that moment, no circular was on file with that service. It does not tell you:

  • that a bank will not file tomorrow. The timeline guide shows how many months usually pass before a bank goes to court, and what you can still do at each stage;
  • that there is no case in another emirate, or no labour or immigration matter, which are different registers;
  • that leaving is wise. The leaving guide covers what follows you and what does not.

If the result shows a circular

Do not board. A ban is enforced at departure, and the airline will not be the one to tell you in advance. Then:

  1. Note the case number and the authority on the circular.
  2. Contact the bank or creditor named, in writing, the same day. A ban lifts when the debt is paid or deposited with the court, when the creditor withdraws, or when the claim is successfully contested; all three start with that conversation.
  3. If the amount is one you can part-pay, the settlement guide and the settlement offer calculator give you the arithmetic and the letter.
  4. If a collector is the one calling about it, the collectors guide sets out what they may and may not say.

Before you fly, even on a clear result

Write to any bank you owe before you travel, not after. A deferment request or a settlement proposal on record changes how a file reads if it is reviewed while you are away; silence reads as absence. The deferment guide has the email. Keep paying the minimum where you can, and keep the screenshots of your checks.

Frequently asked questions

Can I check someone else's travel ban?

The services are built around the person's own identity: UAE Pass in Dubai, Unified ID in Abu Dhabi. Checking on behalf of someone else is a matter for a lawyer with their authorisation.

Does the Dubai Police app notify me if a circular is added later?

The app is the channel Dubai Police lists first for this service, and it carries notifications for its services. Do not rely on a notification for a flight; run the check in the week you travel.

Will a bounced cheque show here?

Since 2 January 2022 a cheque bounced for insufficient funds is a civil matter, and a creditor can still go to court on it. If a case was filed in Dubai it appears in the Dubai Police service like any other financial circular. The police case guide explains what changed in 2022.

I am already outside the UAE. Can I check before I come back?

UAE Pass works abroad if it was set up on your phone, and Estafser is a public web page. If your Emirates ID has expired, the practical route is a UAE lawyer with your authorisation. The question people ask in this position, whether to come back at all, is one to answer with the result in hand, not before.

Is there a single nationwide travel-ban check?

No. Each emirate's service reports the circulars its own authorities issued. Checking Dubai and Abu Dhabi covers most residents' cases; for the northern emirates the police station with your Emirates ID is the route.

When the check is clear and the list is not

A clear result is relief for a day. What makes the next check clear too is knowing which debt could become a case and dealing with that one first. Hisab ranks what you owe by legal status, overdue and interest, and drafts the letter to the bank. Free, no account, records on your phone.
