Returning to the UAE with an unpaid loan — what happens at the airport, and what to check before you book

Coming back to the UAE with a loan you stopped paying is, for most people, possible, and the airport is the wrong place to find out how. A travel ban for debt is a court order under the 2022 Civil Procedures Law, generally for a debt of AED 10,000 or more, and it stops a person leaving, not arriving. A case is different: the bank may have filed, obtained a judgment and begun execution while you were away, and you would be met with it on arrival and unable to leave again until it is settled. Both sit in registers you can search free from abroad. Run those first, then write to the bank, then book.

A case is not a ban, and a ban is not a wall

Three things get confused in the threads people write at night before a flight.

  • A circular or case. The bank filed a claim after you left. A judgment may exist. On arrival, immigration can flag the circular and tell you a case is open. You enter; the case is then yours to deal with, and a judgment can be enforced against salary and assets here.
  • A travel ban. A judge issued it on the creditor's application, generally for AED 10,000 or more. It is an exit ban: it prevents leaving the UAE. If one was issued while you were away, you land, and then you cannot leave until it is lifted. The travel ban guide explains how one is issued and the three ways it lifts.
  • An immigration ban. A separate matter, from the immigration authority, about entry. A bank does not issue one. If you have reason to think one exists, that is a question for the immigration authority or a lawyer, not for the bank.

None of these is a criminal matter in itself. The current Civil Procedures Law, Federal Decree-Law 42 of 2022, has been in force since 2 January 2023, and under it an unpaid loan is a civil claim. A cheque bounced for insufficient funds has been a civil matter since 2022. Where a security cheque sits behind a loan, the police-case guide draws the line.

The two checks, from wherever you are

  1. Dubai Police, Circulars and Travel Bans. Free, instant, 24 hours, in the Dubai Police app or on the website, with a UAE Pass sign-in. It reports financial-case circulars and travel bans issued by the competent security authorities. UAE Pass works abroad if it is set up on your phone.
  2. Abu Dhabi Judicial Department, Estafser. Searches cases by Unified ID number with a captcha, no login.

The check guide has the steps. Two cautions: neither service is nationwide, so check the emirate where the bank or the case would be; and if your Emirates ID has expired, UAE Pass may not sign in, in which case a UAE lawyer with your written authorisation is the practical route.

Settling from abroad, before you land

The bank wants the money more than it wants the case. Banks run teams for exactly this: Emirates NBD's Debt Assist page describes a Financial Remediation team that offers "tailor-made solutions taking into consideration your changed circumstances", lists the debt-service partners it authorises to collect, and says that once an agreement is reached the bank issues a settlement letter and the customer deposits the agreed amount into a bank account it publishes, with the IBAN.

The order that works:

  1. Get your figure. Ask for a liability letter or a statement; the liability-letter guide explains what it is and the seven-working-day rule.
  2. Make a written offer to the remediation team: a lump sum, or a schedule, with dates. The settlement guide and the settlement offer calculator give you the arithmetic and the letter. No acceptance percentage is published, and this guide does not invent one.
  3. Pay only against a settlement letter, into the account the bank names, from your own account, keeping the transfer record. The paying-from-abroad guide has the routes.
  4. Ask for the clearance letter once the final payment lands, and for the case to be withdrawn or the ban lifted; the bank's consent is one of the three ways a ban ends.
  5. Then book. With the letter and the clearance in hand, the airport is a formality.

If you want to come back and work it off

Some people return without the means to settle, to take a job and pay from a salary. That can work, and it has a cost: if a judgment exists, the execution court can order deductions from the salary, and the salary assignment guide sets out the limits; if a ban exists, you stay until it lifts. The thing that makes this path safe is the same as above: a written agreement with the bank before you land, so that the salary services a schedule rather than an execution.

Frequently asked questions

Can the bank chase me in India or the Philippines while I am away?

A UAE bank can appoint a collection agency where you are, and India has recognised UAE civil judgments for execution since January 2020, so a judgment obtained here can be filed in an Indian court. The paying-from-abroad guide covers each country as far as we could source it.

Will my old UAE bank account still work?

If your visa was cancelled, the account may have been frozen or closed; the visa-cancelled guide explains why and what the bank can do with money paid into it. Settle into the account the settlement letter names, not into the old salary account.

What if the loan was sold to a collection agency?

The agency collects for the bank; a settlement is still with the bank and the letter still comes from it. Emirates NBD publishes the list of agencies it authorises. Verify any caller against the bank's own list, and read the collectors guide before paying anyone.

Is there an amnesty for old bank debt?

Not that any bank or court publishes. Immigration amnesties concern visa overstays and are announced as such; they do not cancel a bank's civil claim.

Can I get a new visa with a case open?

A civil case does not by itself stop a work permit or visa, which are immigration and labour matters. What it does is wait for you. Settle it on your terms before it is settled on the court's.
