An emergency fund in the UAE — how many months, where to keep it, and why a visa changes the number
I have AED 220,000 saved and no idea whether that is a lot or nothing here.
How big an emergency fund needs to be in the UAE: the grace period after a job ends, what ILOE pays, the lumps that keep landing, and where the money sits.
3 months
of fixed costs: the floor for an emergency fund in the UAE, and why
An emergency fund in the UAE needs to cover at least three months of your fixed costs, and more if a lump lands inside the next ninety days. Three is the floor because of two UAE facts: after a residence permit is cancelled or expires, the government portal says residents get flexible grace periods of up to six months depending on category, and ILOE pays 60 percent of average basic salary for at most three months. The fund is what pays the rent inside that window. It sits in an account in your sole name, at a bank you do not owe, and it is not an investment.
Why the number is a UAE number
Rules of thumb from elsewhere assume a job loss is a job loss. Here it is also a visa event. When employment ends, the permit is cancelled and a grace period begins; the government portal says residents are granted flexible grace periods that reach up to six months according to category, after which overstaying costs AED 50 a day. Inside that window the rent cheque still clears, the school term still starts, the instalments still fall due, and the flight home, if it comes to that, is a lump of its own.
ILOE is the other half of the arithmetic. It pays 60 percent of average basic salary over the last six months, for at most three months per claim, capped at AED 10,000 or 20,000 a month by category, and only after twelve months of subscription, only if the job ended by termination, and only if the claim is made within 30 days. The ILOE claim guide sets it out. Basic salary is usually well below total, so the benefit is a fraction of the month.
So: the grace period says three to six months; ILOE covers part of three; the fund covers the rest of three. Three months of fixed costs is the floor.
The arithmetic
- One month of fixed lines. Rent as a monthly figure (the cheque divided by the months it covers), food, phone, transport, the money sent home, every loan and plan instalment, insurance. The money-system guide is the method for finding the number; the AED 5,000 guide shows it at one salary.
- Times three. The floor.
- Plus the next ninety days' lumps, in full. A rent cheque dated inside the window, a school term, a visa renewal, the car. The money-year guide has the calendar.
- Minus what ILOE would pay, only if you have twelve months of subscription and would not be resigning: 60 percent of basic, times three, up to the cap. Many people leave this out and treat ILOE as the margin.
A worked example of a common situation, rounded. Fixed lines AED 12,000 a month; a rent cheque of AED 30,000 dated in six weeks; no school fees. Floor: AED 36,000. Plus the cheque: AED 66,000. A person with AED 220,000 saved is far above it, and the question that follows is in the last section. A person with AED 9,000 saved is AED 57,000 short, and the question is how to hold one month first.
Where it sits
- In your sole name. Not a joint account: the banks' own terms make a joint account's balance available against what any one holder owes, as the spouse guide explains.
- At a bank you do not owe. The same terms let a bank set a balance against the customer's own liabilities. A fund at the bank that holds your loan is not safe from your loan on the day the salary stops; the visa-cancelled guide shows what the lending bank can do with money that lands there.
- Not the salary account. The salary account is where the standing instructions live and where a final settlement lands. The fund is separate so that it is still there after both.
- In dirhams, available the same day. Not invested, not in a deposit with a notice period, not abroad. Its job is to clear a cheque on a Tuesday.
Fund first, or debt first?
One month of fixed costs first, in the account. Then the expensive debt, because a card at around 3 percent a month costs more than any account pays. Then the rest of the fund. The order matters because a job loss with nothing in the account turns a card problem into a visa problem; the job-loss guide shows the four clocks that start the same day, and all four run faster with no cash. The minimum payment calculator shows what the card costs while the first month is being built.
If you are well above the floor
This is where the guide stops. A fund of eighteen months is not an emergency fund; it is savings with a question attached, and the question, where the surplus should go, is an investment question that a debt-guidance tool does not answer. What this guide can say is that the floor is the floor whatever the surplus does: three months of fixed costs stays in dirhams, in your name, at a bank you do not owe, before a dirham goes anywhere else.
Frequently asked questions
Does gratuity count as part of the fund?
No, because it arrives at the end of a job, through the employer, and in the lending bank's account if that is where your salary lands, where it can be set against a loan. Count it as a possible top-up, not as the fund.
Is a credit card limit an emergency fund?
No. A limit is the bank's money at about 3 percent a month, available until the bank reduces it, which banks may do when creditworthiness falls, which is exactly when the emergency happens.
Should the fund be in the UAE or at home?
In the UAE, in dirhams, for the window this guide is about; the rent and the instalments are paid here. Money at home is a separate reserve for the life after the window, if it comes to that.
What if I am on a freelance visa?
The grace period and ILOE assume an employer. A freelancer has neither the subscription nor the termination; the floor is the same three months, and the no-salary-transfer guide explains why a lender will not fill the gap quickly.
How do I build it on a small salary?
A month at a time, from the sixth line of the budget. On AED 5,000 the guide for that salary puts the buffer at a few hundred dirhams a month in a bed space, which is a one-month fund inside a year.
